Internal COIs in programmatic work:

It is recognized that the range of joint activities that are part of team science can place one researcher in a position of power over another who may have control over access to resources. It is the responsibility of all those involved to maximize transparency in the decision-making processes and allocation of resources around this, and to involve a third party in key decision-making processes for transparency. Specifically, when one of the Division Director (DD) or the Deputy (DDD) is a PI in a program, the other should be involved in discussions involving distribution of resources that involve the person in question. Further, during the periodic programmatic reviews, the external Program reviewers should be given the opportunity to hold programmatic management discussions with the DDD that they would otherwise have held with the DD, or vice versa.
